The aim of EU-TELEMEDICINE MASTER COURSE (MASTER OF BIOENGINEERING APPLIED TO TELEMEDICINE) is delivering a Telemedicine (TM) and e-health quality training to postgraduate Medical, Computer Science, Engineering, Economist or even Lawyers, enabling professionals to handle and implement distant medical delivery solutions in their own environment.

 

Degree is established in two year of distance e-learning, using DVDs containing multimedia material of bilingual classes taught by professors from local and international Universities. Students take their tests at distance and practices are made in their own place. Once a year, students have to take 15 days of traditional face-to-face Winter course classes (March 2006 & March 2007)

SUMMARY OF THE STUDY PROGRAM: The program includes General Competencies (technical sufficiency, vocabulary acquisition, quality analysis of distant medicine delivery, standard adaptation capability, legal framework analysis) and the Specific Competencies in the “body of knowledge” of Telemedicine: (1) History of Telemedicine. (2) Minimal technical requirements. (3)Main Telemedicine applications (4) Basic Technical Knowledge (5) Quality control and Assessment (6) Use and indication of massive telematic tools: Internet in medicine. (7) Training including distant training, teleworking and teleteaching (8)Data Security and Privacy (9) Liability and legal aspects (10) Health Economics in Medicine (11) Technology transfer and social aspects (12) Emerging issues. The latter is established in the textbook entitle: Handbook of Telemedicine . O.Ferrer-Roca Ed. ISBN 90 5199 413 3 translated into three languages. To reach the goal of proficiency in telemedicine, international rotation is essential since no single institution is able to provide a complete and adequate training, being the ones involved expert on telemedicine training.

LIST OF HIGH EDUCATIONAL INSTITUTIONS, INCLUDING ARRANGEMENTS. The EU participant institutions (UNESCO chair of telemedicine at the U. La Laguna-Canary Islands-ES, Charite U.-Berlin-DE, Postdam U.-DE & Udine U.-IT) expert of TM training with years of cooperation have in place Master courses partially covering the above Study Program, with extensive previous experience in Erasmus exchange and ECTS agreement recognitions among them. Start training after multiple diploma establishment of interested students. Training will include: international theoretical sessions, seminars, practical work, hours of study, exam preparations, work-group implementation and scientific and medical work at distance. In some institutions practical work will require to settle/work on Telemedicine in isolated or underserved areas (teleradiology, teledialysis etc. in small islands), or do/maintain virtual surgery systems including holographic endoscopy training or design/implement distributed secure data access, including the architecture to fit hospital requirements. All educational institutions in the Master will provide adequate Scholars/ Students allocations and living facilities before the rotation period. Third country students/scholarsh will not be a problem due to the third country relations-ships of the participating institutions starting with the UNESCO Chair of Telemedicine (IberoAmerica and Africa) , relation with MEDA-countries of Charite University and with Chine in Postdam University and India at the University of Udine.

DEGREE AWARDED AND RECOGNITION IN EACH COUNTRY. The participating institutions will recognized the ECTS acquired by the other Universities delivering a multiple degree with the Master name of each University on which the student had been rotating –2 or 3- (TM&BaTM in La Laguna; MoSc of Information Technology in Udine, Bioinformatics in Charite and Software system engineering informatics in Postdam U.). During the initial two years, agreements will be put in place to build a joint degree on EU-TELEMEDICINE MASTER. Furthermore the involved Universities will give the students an European Diploma Supplement, if required.
